Walking the dog in Retiro park. We appreciate putting the sign down at dog sight-level, but how’s it supposed to read the instructions?

Are dogs allowed in the park?
Dogs are allowed in Retiro – but they can only be let off the lead during certain hours (from 10.00 am to 19:00 in winter and 10:00 to 20:00 in summer) – outside of these hours they must be on a lead. There are bins for the poop and you will be fined if you don’t use them. Also, no dogs in childrens’ areas, zones reserved for OAPs, the Estanque, nor any of the fountains, at ANY time.
There is also a special area for dogs. It has agility course stuff and doggy water fountains and benches and they can be let off their leads at any hour. It’s located behind the statue of the ‘Fallen Angel’ and close to the La Cabaña terrace. Entry is from la plaza de Mariano de Cavia (Menéndez Pelayo / calle Cavanilles).

And if the dog is off the lead in the ‘out of hours’ … what happens? I never walk my dog on the lead, he doesn’t need it.
